We managed this through the Polder System. We built a dike around a swamp, used windmills to pump the water out into a canal, and then kept pumping forever. This created the Dutch “Polder Model”—a culture where everyone must cooperate regardless of their differences, because if one person doesn’t help maintain the dike, everyone drowns.
